Description
The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of Highways England. We are here to ensure the network operates safely, reliably and provides value for taxpayers and customers.
The Consumer Policy Team sits within ORR’s Economics, Markets, and Strategy Directorate. Our work derives from the licences we issue to train companies and Network Rail, our powers and responsibilities under consumer law and specific legislation concerning international rail services and preventing the cross-border transmission of Covid-19.
Our passenger facing work is focused on: passenger information, assisted travel, and complaints handling, which are all the subject of conditions in the licences we issue; consumer law; and emerging areas of consumer work such as a new licence condition on delay compensation. Our approach to regulation is evidence based, involving a process of monitoring, analysis, and engagement, which enables us to identify issues and take appropriate and proportionate action. To support our monitoring activities we also undertake purposeful and targeted consumer research.
Job description
The postholder will oversee a variety of areas of importance to rail passengers drawing upon information gained from our research and from licence holders as part of our regular monitoring activity, working closely with consumer policy colleagues to identify issues of potential concern and agreeing appropriate next steps to address them, and potentially feed into discussions with government and industry to facilitate reform as a result of the recently published Williams-Shapps Plan for Rail.
