About Directorate

The Assurance Group is an independent and objective department within Barnet Council. The Group is responsible for the delivery and management of all assurance

functions as well as providing oversight and assurance to the Council Management Team (CMT) and Members on governance procedures and business processes.

About the role

The Barnet Community Safety Team is in the process of a major expansion that will revolutionise the way in which issues of nuisance, crime and anti-social behaviour can be dealt with, through the introduction of a ward-specific high-visibility presence, seven days a week. This role will lead and report on the strategic development, design, management and implementation of high profile, high quality Community Safety service including Community Safety Support and Co-ordination, Prevent and Counter Extremism. It will also include chairing of the Channel Panel and processes associated the post will also be required to undergo SC clearance in order to be able to fulfil the Prevent and Channel Panel Home Office requirements.

The job holder will work in collaboration with the community and colleagues in developing strategies and innovative approaches that best meet the needs of citizens and communities in the London Borough of Barnet. The job holder will also take responsibility for managing, negotiating, influencing and developing Community Safety programmes both within the council and wider local networks and working with regional and national agencies, which draw on all assets and resources available to improve outcomes for our communities.

The role will oversee and authorise the work of the Community Safety Operations Manager and the Community Safety CCTV and Intelligence Manager.

About you

Previous experience in similar role for at least one year with a proven capacity to work constructively, strategically and operationally, in teams and multi-agency partnerships, producing Intelligence led evidence-based outcomes.

Broad knowledge of relevant legislative policy and good practice guidelines and of emerging developments in practice and public policy in relation to Community Safety and associated strategies

Knowledge and experience of working within a criminal justice setting, with in depth knowledge of police tactics and operations.

Up to date working knowledge of enforcement legislation applicable to the Council’s Community Safety function(s) including the Crime and Disorder Act 1998, Police and Criminal Evidence Act 1984, Clean Neighbourhoods and Environment Act 2005, Environmental Protection Act 1990, Anti-Social Behaviour, Crime and Policing Act 2014 Act and how the criminal Procedures and Investigations Act 1996 (including the codes of Practice) and Regulation of Investigatory Powers Act 2000.

Experience of securing funding for delivering community safety interventions.

Practical knowledge of the workings of Community Safety Partnerships and the role of the wider partnership agencies.
