Head of SEND and Children with Disabilities:

Hamptons Resourcing is working exclusively on an exciting new role with Dudley Metropolitan Borough Council to source their next Head of SEND and Children with Disabilities. This is a new role and a chance to be a part of an innovative and pioneering service. Dudley MBC is on a mission to improve the lives of young people in schools and you will directly impact the overall effectiveness of this outcome.
Working closely with the Service Director for Early Help/Schools and SEND you will meet the new standards set out to bring together services under one roof. With a new service comes new thinking and you’ll be allowed to think differently and be creative in your approach to the CWD/SEND offer.

Purpose of the role:

You will be providing strategic leadership of statutory 0-25 SEN services and associated inclusion services.
You will be ensuring services for children with Special Education Needs and Disabilities are effectively managed to ensure they deliver safe, high quality, cost-effective and offer timely support.
You will work in collaboration with partners including education, health, social care, and parent/carers to ensure children and young people with SEND and disabilities benefit from integrated and joined-up services.
You will ensure that the Children Disabilities Team is clearly aligned in its social work practice across Children's services to provide assurances that disabled children are safeguarded and their welfare promoted.
You will ensure co-production and participation underpins your strategic leadership in the development of SEN and Disabilities to enable solid outcomes and measurable impacts.

Accountabilities:

You will be ensuring that the statutory Education, Health and Care assessment process its quality assurance, and all statutory requirements are met, and plans clearly support progress and positive outcomes.
You will be contributing to forecasting and pupil place planning for specialist placements.
You will be leading the SEND travel assistance and transport services.
You will be responsible for the recruitment and performance management of designated teams.
You will be working in close partnership with leaders in schools, colleges and early years settings to support effective inclusion and ensure seamless pathways and transitions into education for children and young people with SEND and EHC plans.
You will be ensuring the council is well-prepared and well-represented at SEND Tribunals and in Family Courts.
You will be ensuring the implementation of a workforce development plan across children’s service.
You will be maintaining regular supervision and appraisal of those you will line manage, ensuring timely decision making, professional guidance and support and recognising good practice.
You will be responsible with the senior management team for the efficient and effective management of the SEND, its High Needs budget and the short breaks /direct payment budget and financial mechanisms.
You will be ensuring that social work assessments within the Children Disability Team are undertaken and completed within the statutory framework, are quality assured, and provide direction around the type of support and provision that enables families experience best opportunities.

You will work in close partnership with commissioning to develop and promote effective Short Breaks provision that enables families the opportunities to manage their lives in a fulfilling way.
You will be responsible for ensuring that the Children's Disability register provides up-to-date information and is accessible on the Local Offer to encourage take-up
