The starting salary for this position is £53,018 per annum based on a 36 hour working week.
This role is open to remote working meaning you aren't required in the office 5 days a week. We’re less about you driving to work and more about us collectively driving down our carbon footprint. An exciting opportunity has arisen to join Surrey County Council’s Business Infrastructure Team as the Workforce and People Development Manager.

Surrey County Council maintains an operational property portfolio of 2000 buildings, providing key services to the residents of Surrey. This is a wide ranging and fascinating estate, from fire stations to offices, adult social care facilities to schools, farmland to libraries!
Land and Property is at the heart of a Council wide improvement programme with a view to delivering more efficient and cost-effective provision of services which links everything back to its finance, business, resource capability and culture across the Council's ambitious estates programme.
Reporting to our Head of Business Delivery, you will lead, design and deliver the Land and Property People Plan to develop a high performing and skilled resource to enable the service to operate effectively and deliver the operational business objectives. This will include all aspects of workforce planning, such as recruitment, learning and development, succession and talent planning, wellbeing and change management support in a developing commercial environment.
To be shortlisted to interview for this position your application will clearly evidence:
- An ability to develop strategic plans which do not currently exist e.g. launch and embed Talent and Succession strategy, develop robust career pathways model, develop strategic L&D plan
- Proven experience of Resource planning including financial forecasting, People MI dashboards, Learning and Development and internal and external stakeholder management
- You are a proven self-starter, comfortable operating in a fast paced, dynamic environment with constant change and ambiguity
- You are an organised, methodical professional capable of multi-tasking and balancing day to day tactical delivery with longer term strategic plans
- A track record of building successful relationships at all levels of an organisation with excellent influencing skills.
- Excellent communication skills, both written and verbal
- Good working knowledge of Microsoft Excel, PowerPoint and Teams
- Excellent knowledge of HR processes and procedures to support colleagues in all relevant personnel matters
- The confidence to work directly with Managers advising and supporting them with colleague personnel matters
