Introduction

The small Cultural Transformation Team sits within the wider People and Culture Team, which strives to develop an inclusive culture that attracts and develops the talent needed to deliver the House's strategy; and make the House of Commons a great place to work. The majority of services are delivered to the 3,000 employees of the House of Commons Service, with further support and advice provided to the 650 individual Members of Parliament and their employees.

The Role

The Cultural Transformation Team was established in 2019 following the report of Dame Laura Cox into the bullying and harassment of House staff, with a remit to translate the report recommendations into a programme of lasting, tangible change. The team has subsequently taken on a broader role and this new post has been created to support this, reporting into the Cultural Transformation Director and working closely alongside the other member of the team. The team works in partnership with colleagues across Parliament and the postholder will need to be highly skilled at delivering in this context.

The postholder will enable the team to become more sophisticated at planning, measuring impact and learning from other organisations. They will also lead projects and a primary responsibility for the postholder in 2022/23 will be to lead work to build understanding of and connection to the institution of Parliament amongst colleagues across the House Service.

Some key responsibilities for this role include:

  • To translate strategic aims into a planned programme of work for the Cultural Transformation Team, identifying linkages and dependencies with the work of other teams, projects and programmes.
  • To plan, lead and deliver cultural transformation-related projects or initiatives, often across teams within the House Service and occasionally in collaboration with the Digital Service and House of Lords Administration.
  • Working with the Insight Team, to evaluate progress against success measures.
  • To develop a framework for learning from and benchmarking against other organisations facing similar challenges, with a particular focus on how to effect behavioural change.
  • To deputise for the Cultural Transformation Director, including presenting to senior stakeholders and chairing meetings, as required.

Skills and Experience

The successful candidate will have the following skills/experience:

Criterion 1 - Project management and planning skills

  • Ability to translate strategic objectives into a concrete programme of work and to deliver against milestones, prioritising and reprioritising as needed. Experience of measuring impact.

Criterion 2 - Organisational awareness and political sensitivity

  • Demonstrates an understanding of the challenges of delivering cultural change within Parliament. Shows an understanding of reputational risks and opportunities.

Criterion 3 - Team Working

  • Ability to work successfully within a team, setting and hold others to account for shared objectives, whilst upholding the House Service values including a commitment to diversity and inclusion. Ability to build wide-reaching collaborative relationships to achieve goals.
