The Director of Health and Care Integration, West Lancashire will be responsible to the Chair of the Place-Based Partnership Committee of the Lancashire and South Cumbria Integrated Care Board, which will have membership drawn from all partners in the place.

The postholder will be responsible for delivering the common purpose areas of place-based partnerships in Lancashire and South Cumbria (as described in the strategic narrative). The prime focus will be to plan and deliver improved population health and wellbeing within a place,working with partners to deliver high quality care, outcomes and good experience for residents, ensuring equitable access across communities.

Knowledge Essential

  • Extensive knowledge of the health, care and local government landscape Understanding the needs of diverse populations and the strengths of different sectors, groups, networks, particularly how these can contribute to improving the health and wellbeing of the population An awareness and appreciation of social justice and how it might apply within a place-based partnership A deep understanding of the NHS triple aim (of improved population health, quality of care and cost-control), the Kark review, the NHS Long Term Plan, the NHS People Plan, Nolan Principles and the Standards for members of NHS Boards and Governing Bodies in England Good working knowledge of local government services and statutory obligations (

  • Ability to thrive and innovate in a complex and politically charged environment of change and uncertainty Ability to set and agree strategy across multiple organisations or sectors that brings together and satisfies different perspectives Ability to remain independent and neutral to provide independent and unbiased leadership of the place-based partnership Exceptional communication skills and be comfortable presenting in a variety of contexts, with experience dealing with the media on topics of healthcare or other public sector activities Problem-solving and the ability to identify issues and areas of risk, leading stakeholders to effective resolutions and decisions Ability to lead large and complex teams from different sectors

Experience and Qualifications Essential

  • Extensive experience of providing compassionate and inclusive executive leadership in a very senior leadership role such as a Chief Executive, Executive Director / Director in a complex public sector organisation such as; an NHS provider, Local Authority or CCG or have suitable leadership experience independent of the system Successful leadership and delivery of large-scale transformational change across organisations or sectors Considerable experience of navigating politically sensitive situations and environments and of engaging directly, and advising politicians (including MPs and Elected Members) Significant experience of working with different sectors, groups, networks and building teams to deliver the major transformation of public services and enhance services Experience in improving services to result in better outcomes for residents and patients (
