We currently have an exciting opportunity in the Programme Office within our Vocational and Technical Qualifications (VTQ) directorate.

Our Programme Office is the core support function of the VTQ directorate. They provide project management to several strategic projects across the directorate and act as a business and change management function.
The post holder will be responsible for leading the effective delivery of complex VTQ Projects, focussing primarily on enabling internal projects and programmes (as opposed to those driven by external factors). You will operate at scale and be responsible for scoping, planning, managing and implementing the resources, structures and work activities to successfully deliver the agreed programmes of work that you will manage.

You’ll engage with Senior Stakeholders, both internally and externally, to ensure their strategic and operational requirements are understood and that progress is communicated through appropriate governance.

You will also be a Programme Office “practice lead”, supporting the Associate Director - Programme Office, in managing and championing within VTQ a key project discipline (Planning / Risks / Portfolio and Resource Management).

The post holder will:

• Lead the development and optimisation of the structures, plans, resources, governance and reporting of a portfolio of VTQ projects, able to actively address risks, issues and dependencies, including where ownership of these potentially exists outside Ofqual, or no clear ownership exists, and identify ways to unblock issues.
• Build strong relationships, influence and communicate with Stakeholders at all levels, internally and externally (including DfE, IfATE, ESFA, and AOs), to plan the projects, manage expectations and facilitate discussions across areas of complexity and / or risk.
• Use in depth project management skills to plan and manage the detail of each project, implement appropriate impact assessment methods and change control as plans evolve and priorities change, to ensure projects delivered as agreed with stakeholders.
• Develop and lead appropriate governance, management Information and reporting solutions, and use this to make and inform decisions.
• Lead and develop any Project Support / Information Officers, supporting their growth into the support role on the Programmes.
• Be accountable for the development and management of the VTQ Directorate Development plan, working closely with the Corporate Services teams to implement the People Strategy within VTQ, and ensure ways of working and tools for the job are appropriate.
