About the Role

We are recruiting for enthusiastic and keen people to join us, with some experience in either developing and designing schemes in one of the following Highways and Transport areas - traffic/road safety, walking and cycling schemes, transport planning or a specialism such as street lighting, structures, or flood risk management. You will be part of a team that deals with commissioning, designing, delivering and managing Highways and Transport projects and services depending on your background and expertise. Whilst the role has no direct line management or budgetary responsibility, you will need to work with colleagues to manage scheme budgets and may need to oversee and supervise consultants and contractors.

Highway/Traffic roles

• The preparation of feasibility plans, options appraisals and business cases for potential highway, traffic, parking and public realm schemes and work with colleagues in Design & Delivery to ensure schemes progress by managing the project management templates and monthly reporting.
• Carrying out consultation and community engagement and providing concise and detailed reports and being available to attend stakeholder meetings which may be out of normal working hours. Feeding into any necessary committee reporting processes.
• Ensuring works are developed in accordance with the Council’s wider policy objectives, particularly those set out in the Corporate Plan, Local Plan and Climate Emergency Action Plan.
• Taking responsibility, relevant to the post, for following appropriate Council policies, and working flexibly in undertaking those duties and responsibilities of the job, and participating as required in multi-disciplinary cross-department and cross-organisational groups and task teams.

Flood Officer

• Support the development of the boroughs’ flood risk strategies
• Support the preparation of programmes and funding bids
• Liaise with stakeholders, in particular, the Environment Agency and Thames Water and community engagement
• Outline design or detailed design and delivery of projects to the correct standards
• Support effective programme management, escalating risks in accordance with governance arrangements

Highway Develop Control/Transport Planning

• Respond to planning applications, both major and minor, and pre-applications in accordance with deadlines set by Planning colleagues.
• Delivery of associated legal processes associated with any approved planning applications, such as S106, S278 and S38 agreements.
• Administration and monitoring of financial and other records
• Is responsible and accountable for delivering outcomes taking ownership and responsibility, as a ‘distributed Leader’, of all tasks and projects assigned to you, escalating risks in accordance with governance arrangements
