Description
The starting salary for this position is £53,018 per annum, based on a 36-hour working week. This is a 9-month FTC (or secondment opportunity) with the potential for extension. You can expect to be home based with travel to various offices in Surrey as required.
Surrey County Council (SCC) is looking to recruit a Programme Manager to help shape our Fuel Poverty Programme. This is a new role for someone who has a programme management background to shape how the Council and its partners deliver on the Fuel Poverty agenda.
The successful candidate will lead the development of the programme to ensure there is an effective and co-ordinated system wide approach to tackling Fuel Poverty across Surrey. The programme will look to implement a range of projects/interventions that actively alleviate the impacts of Fuel Poverty for Surrey residents, prevent further increase of households entering Fuel Poverty, and support the delivery of the Council’s ambitions to reduce domestic emissions. This will include:
- Clear and simplified access to support across Local Authorities, partners and the VCFS, underpinned by well-defined and understood roles and accountabilities.
- Accelerated action being taken by private and social landlords to improve housing standards.
- Greater evidence to support lobbying where there are policy barriers that prevent support being provided to those in need.
This is a really exciting opportunity to shape the work of the Council. Reporting to the Portfolio Lead for Place and working closely with colleagues across the organisation, you will be a self-starter who is comfortable delivering at pace and who has the ability to influence stakeholders, quickly establishing credibility at all levels in the Council and with our partners. It would be advantageous if you have experience of delivering programmes within a health or complex public sector environment.
You will be adept at navigating through a complex environment, delivering results across several cross-cutting programmes of work and services, whilst maintaining optimal efficiency and productivity. This is an exciting, but challenging role that requires resilience and the ability to operate confidently within a fast-moving, politically sensitive environment.
