The starting salary for this role is £31,273 per annum for working 36 hours per week. This is a fixed-term contract until 31/03/2023.

If so, then this may be the role for you.

We are looking for two Finance Officers who will work closely with the Gateway to Resources Service and the Corporate Parenting Commissioning Team under the Placement, Values and Outcomes (PVO) Transformation Project.

The PVO Transformation Project is intended to ensure that more of Surrey’s children who are looked after and/or have special educational needs and disabilities will live and be educated in the county. In addition, work will be undertaken to take forward cultural, procedural and structural change that will consolidate the improvements made for children and move towards a more sustainable future.

As a Finance Officer your role will be central to these aims. You will have responsibility for leading on the Home Office returns for Unaccompanied Asylum Seekers, Continuing Health Care returns, and financial review of expenditure on children looked after and care leavers. You will also be expected to keep updated financial records pertaining to the frameworks used to commission individual homes for children looked after and care leavers.

As well as this, you will be involved in monitoring, recording, and reporting upon the expenditure against various budgets such as Continuing Health Care. You will be responsible for the maintenance of accurate records on financial impact of PVO activities.

Working with managers across Children’s Commissioning and Children’s Social Care, you will deliver clear and insightful reporting and analysis of expenditure throughout the planning and reporting cycle. This role will be a key point of contact for the wider finance team.

  • Ability to express opinions and information clearly, both verbally and in writing
  • Ability to communicate financial insights and options effectively to a non-finance audience
  • Strong business acumen
  • Ability to act as a partner in decision making, offering financial insight and a pro-active in-depth consideration of risk
  • Knowledge and understanding of public sector financial issues and best practice
  • Ability to work successfully in a professionally independent and autonomous manner
  • Knowledge of and proficiency in use of IT within a finance environment.
