While normal activity in the country may appear to have been suspended due to Covid-19, Swansea has continued to redevelop the city centre building a new 3,000 seat arena, introducing an urban park in the core city centre area and developing a car free café quarter.

This is a key pillar in enabling the city to grow, meeting the demands of business and developers whilst promoting a more integrated society with linked communities enjoying the benefits of city centre life with good transport links to the villages and towns in the beautiful surrounding countryside and coast. Traffic Management will be at the core of this; helping to deliver Active Travel schemes, developing projects to improve road safety countywide, undertaking Road Safety Audits and delivering Traffic Regulation Orders to help traffic flow around the city as well as managing parking for residents, businesses and visitors.

To help us in delivering this aspiration the Council is looking to recruit a Traffic Engineer who can support this programme by providing efficient and effective traffic management skills which meet current legislative and statutory requirements. This role will have particular focus on ensuring that the developing infrastructure of the city addresses the needs of the whole community with a particular emphasis on ensuring that all their needs on the highway can be met safely. The successful candidate will have a broad experience of the Road Safety Audit process working both within an Audit Team as well as Leading Audits in accordance with GG119 Rev 2; drafting Road Safety Audit reports at all stages through the construction process. The post holder will have demonstrable skills in the management of teams of professionals in undertaking this work and will also be able to show skills supervision and monitoring of technicians and other engineers in supporting this role.

We are seeking an individual who is determined and can respond positively to high pressure situations and one who will have the ability to handle complex projects and allocated times and budgeting limitations. The role provides an opportunity to communicate with a number of different people, from elected representatives and members of the public to fellow professionals and contractors both face to face and via online resources. Day to day, the post offers the opportunity of both working in an office and home environment but will also require the post holder to work on live construction sites and occasionally present projects at public meetings and events.

We are looking for candidates with significant background experience in road safety and in developing Traffic Regulation Orders. All candidates should possess a thorough understanding of current and emerging national transport policy, and be able to demonstrate well-developed project management skills to balance the demands of delivering an often-complex package of projects within agreed budget and timescales.
