The starting salary for this role is £53,918 per annum, working 36 hours per week.

This is a fixed-term or secondment opportunity for a minimum of 12 months, with the possibility of an extension.

Driven by an extensive transformation programme and other business development activities within Procurement, we’d like to invite applications from experienced programme managers who would thrive on managing a complex programme fast paced.

The programmes spans system, policy and operational changes across a service of around 100 people. You will be focussed on overseeing the activities of people with defined responsibilities under each of these programmes and workstreams, maintaining accurate and up to date programme plans and associated registers to manage risk and decisions etc, working closely with both the procurement programme management office (PMO) and continuous improvement function with regards to modernisation, and the CCA team with regards to Twin Track. Cross-functional working and matrix management is key to how we function as a service and we are practiced in doing this.

You will sit within the central procurement function and will report into the Head of Policy and Improvement for the modernisation work, and the Head of Contract and Commercial Advisory (CCA) for the Twin Track element. The Head of Policy and Improvement will be overall line manger for this position. You will be responsible for defining and scheduling deliverables to meet the benefits of both programmes and ensure the workstreams produce the required outcomes to the agreed standards of quality within the specified constraints of cost, risk and time.

To be shortlisted for interview, your application will clearly evidence:

  • Degree or equivalent professional qualification plus substantial experience of programme management
  • Knowledge of the principles of change management, project management and continuous improvement, and their practical application
  • Authoritative knowledge of the work practices, process and procedures relevant to the role including broader sector/commercial awareness
  • Ability to manage resources to deliver effective support to their area of responsibility
  • Strong written and verbal communication and interpersonal skills with high level negotiation and influencing skills and the ability to work collaboratively with internal and external partners/professionals
  • Understands how to inspire and motivate others
  • Advanced problem solving and analytical skills with the capacity to devise and implement innovative solutions for strategic change.
  • Wide experience in successful leading, coaching, mentoring and developing of staff.

The Programmes

The procurement Modernisation Programme is a long running programme to enhance all elements of the services. The programme is at a critical point in terms of implementing a new system for use across the service and some associated process and operational changes, as well as a fundamental change to the operating model. Many staff are focused on delivering these changes, but there is a need for a skilled programme manager to provide the level of rigour programmes such as this require to be successful.

The Contract and Commercial Advisory team are developing the detailed business case for a potential Twin Track opportunity concerning the development of a central function to enhance contract management/assurance outcomes.

The Procurement Service as a whole is therefore seeking a programme manager to support both of these pieces of work.
