Emmanuel College is seeking a new Bursar to enhance and promote the smooth running of the College’s finance, administrative and operational functions, while building upon and enhancing our core values of community and inclusivity.

On a day-to-day basis the Bursar works closely with the Master, the Senior Tutor, the Development Director and staff. As a College Officer and Fellow, the Bursar is responsible for the
management of all staff and non-staff resources. This includes strategic oversight of the college’s finances, facilities, investments and commercial activity, and ensuring the smooth operation of all
non-academic support functions of the college. To deliver this, the Bursar leads the bulk of the colleges staff through 14 Heads of Department. Term-time is always extremely busy and the
Bursar’s presence in college is critical for things to run smoothly.

Emmanuel is a registered charity, with the members of the College Council as its trustees. In addition, we have various statutory duties with respect to Cambridge University.

The Bursar has a general responsibility for all matters affecting the college finances and management of the college estate, properties, and staff. The following roles performed by the
Bursar are particularly significant:

  • Taking the lead in formulating policy and strategic planning of the College’s endowment (property and securities), and reporting on its performance to the Governing Body.
  • The planning and optimal application of current income (from fees, investments and trusts) and expenditures to support the college’s charitable objectives.
  • Strategic leadership and oversight of major building projects.
  • Through appointment and subsequent management of all non-academic staff.
  • The preparation of budgets and annual accounts, and the arrangement of audits.
  • The monitoring of existing and proposed legislation affecting the college, including health and safety, freedom of information, data protection.
  • Ensuring the smooth and efficient running of the college’s domestic operations – these range from catering and housekeeping to gardens and maintenance.
  • Liaison with University officers in general and with bursars of other colleges in particular.
  • Collaboration with the development office on fundraising and seeking future financial support for the college’s ambitions.

It is anticipated the Bursar-elect would start during Lent term 2023.
