Deliver the digital transformation of an organisation that has oversight of 300,000 assets.

With oversight of assets worth £515billion, The Office of Government Property (OGP) has a deeply exciting remit – and with this comes the chance to get involved in career-defining projects. The public estate is made up of everything from railways and roads to hospitals, schools, offices and testing centres. OGP manages high-profile projects such as the relocation of civil service offices to regional hubs – and with an environmental sustainability and efficiency focus on all that we do, it is vital that we deliver an exceptional whole life asset management service.

As part of our commitment to deliver a “Smaller, Better, Greener” Government Estate, we are therefore developing a new strategic data system for government property called InSite, and it is here that we need your help. Managing the Digital Transformation Team, you will take ownership of this ambitious programme, seeing to it that the system is successfully delivered, implemented and managed across a wide variety of government organisations. Ensuring InSite is flexible enough to meet changing customer needs and priorities whilst delivering the most efficient service. You will handle everything from defining business case benefits (such as automation and APIs), system design and build, technical assurance through to providing support to each of the government organisations to effectively utilise the system.

Utilising the most advanced analytical and automating techniques in order to fully make use of open data sources and third party data, you will be championing technology that is yet to be fully embraced within government property. This new system will offer improved functionality and data capture opportunities, so you will strive for a seamless adoption from the old legacy system to the new InSite system. With stakeholders spanning 160 core public bodies and more than 300 public sector bodies and devolved governments , this is a complex yet fascinating opportunity to deliver lean and effective data flows. You will also play an instrumental role in our new Centre of Excellence, where you will support colleagues across the property function to use data more effectively. As such we will encourage you to explore the feasibility of improving productivity through automation, BIM, geospatial technology, machine learning, AI and sensor technology.

This is an exciting opportunity to establish yourself as a senior member of the team. You will be tasked with the entirety of the development of the programme , and once it has been implemented you will oversee its day-to-day technical delivery – so we will expect you to have previous experience of driving complex technology transformation programmes within a similarly complex organisation. With experience of overseeing the adoption of new technologies, you will have a good knowledge of software development, technical assurance, business strategy and process management, APIs, and business operations. With good financial awareness you will have comprehensive budgeting skills, as you will be liaising with the delivery team plus external technology suppliers, you will need to have great people management and communication skills.
