Overall Purpose:

To provide effective management of the Planning (Development Management) team within the Ebbsfleet Development Corporation to support the delivery of high quality development across the garden city. The role will be responsible for ensuring that a high quality and timely service is provided to customers; that the service operates within agreed performance targets, meets statutory and legal requirements and is at the forefront of good practice.

Reporting Arrangements:

The post-holder will report to the Director of Planning & Place.

Main Accountabilities and Responsibilities

The post holder will be required to:

  • Manage the day-to-day activities of the Planning Team to ensure that the EDC discharges its planning functions as set out in the Ebbsfleet Development Corporation (Planning Functions) Order 2015.
  • Oversee all aspects of the Development Management service from pre-application discussions through to delivery so as to deliver the Corporation’s objectives, within the context of the adopted development plans, supplementary planning documents, standards and guidelines for the area.
  • Make planning decisions in line with the EDC scheme of delegation and proactively engage with EDC Planning Committee.
  • Ensure that statutory planning performance targets are met.
  • Oversee the work of the Development Monitoring Officer to ensure that developer contributions are collected and spent on delivering appropriate infrastructure.
  • Oversee Planning Enforcement and Compliance Monitoring work.
  • Lead the work with the neighbouring local planning authorities on strategic planning / plan-making activities.
  • Lead the Local Planning Authority engagement on any Nationally Significant Infrastructure Projects where EDC is a consultee or host authority.
  • Be responsible for the management and performance of staff, including through allocation of work, the setting of clear objectives and targets and ensuring compliance with HR systems and working protocols.
  • Manage contracts with external specialist consultants who contribute to the planning decision making process including financial management.
  • Develop effective relationships and partnership working with neighbouring local authorities, local communities and with other public, private and voluntary sector organisations in order to meet the Corporation’s objectives;
  • Work collaboratively with colleagues across the Corporation to support corporate activities and projects;
  • Work closely and effectively with the Director of Planning & Place and deputise for him/her in accordance with the Corporation’s Scheme of delegation;
